Il deputato segretario generale ha affermato al summit ue-africa che la ricerca dell’Africa per sviluppo, diritti umani, pace e sicurezza è questione ‘di vita o di morte ’ per milioni di persone
Il deputato Segretario Generale Asha-Rose Migiro al Summit Unione Europea-Africa a Lisbona, Portogallo, l’8 Dicembre:
“Nei 7 brevi anni dal primo Summit Unione Europea-Africa, quest’ultima ha avviato significativi cambiamenti. Con la creazione dell’Unione Africana 5 anni fa, i leader del continente hanno chiamato tutti gli Africani ad essere padroni del loro destino, di assumere pienamente il ruolo e la responsabilità che gli compete negli affari globali e di lavorare assieme per trovare soluzioni comuni a problemi comuni.
Questo ha dato sia all’Unione Europea che alle Nazioni Unite ricche opportunità di costruire la nostra partnership con l’Africa.
Con questo Summit, e con l’avvio della Partnership Strategica UE-Africa, i due continenti potranno ulteriormente rafforzare il loro intrinseco legame storico, culturale ed economico.
Gli affari di cui discuterete qui sono al centro dei lavori delle Nazioni Unite. Il nostro lavoro in pace e sicurezza, diritti umani e sviluppo si rafforzano l’un l’altro.
Abbiamo tutti un interesse vitale nel raddoppiare gli sforzi per assicurarci che l’Africa raggiunga gli Obiettivi di Sviluppo del Millennio entro la data fissata del 2015. Mentre tutto il mondo è sulla strada per raggiungere gli Obiettivi, l’Africa rimane fuori dai binari. Gli Obiettivi possono ancora essere ottenuti nella maggior parte dei paesi, ma solo se agiremo adesso.
Ecco perchè il Segretario Generale ha stabilito il Gruppo Guida Africano per gli Obiettivi di Sviluppo del Millennio, insieme a l’Unione Africana, Unione Europea ed altre organizzazioni multilaterali. Attraverso il Gruppo Guida, si focalizzerà su 3 fronti principali: rafforzare i meccanismi internazionali di supporto ai paesi africani su salute, educazione, agricoltura, infrastrutture e sistemi statistici; rendere più prevedibili gli aiuti; collaborare a livello paese per sostenere i governi africani nel raggiungimento degli Obiettivi.
Sin dalla creazione dell’Unione Africana, quest’ultima e le Nazioni Unite hanno lavorato in stretta partnership per costruire una capacità di peacekeeping africana. L’Europa è stata un partner importante in questa critica impresa.

Deputy Secretary-General Says Africa’s Quest For Development, Human Rights, Peace, Security Is ‘Life And Death’ Matter For Millions, At European Union-Africa Summit
Following is the text of remarks by Deputy Secretary-General Asha-Rose Migiro to the European Union-Africa Summit in Lisbon, Portugal, on 8 December:
In the seven short years since the first European Union-Africa Summit, Africa has undergone significant change. With the creation of the African Union 5 years ago, the leaders of the continent called on all Africans to redefine their destiny, to assume their full role and responsibility in global affairs, and to work together to find common solutions to common problems.
This has given both the European Union and the United Nations rich opportunities to build up our partnerships with Africa.
With this Summit, and the launch of the European Union-Africa Strategic Partnership, Africa and Europe will strengthen even further their unique historical, cultural and economic ties.
The issues you will discuss here are at the centre of the United Nations’ work. Our work in peace and security, human rights and development reinforce each other.
We all have a vital stake in redoubling efforts to ensure that Africa reaches the Millennium Development Goals by the target date of 2015. While the world as a whole is on target to meet the Goals, Africa remains off track. The Goals can still be reached in most countries -- but only if we act now.
That is why the Secretary-General established the Millennium Development Goals Africa Steering Group, together with the African Union, European Union and other multilateral organizations. Through the Steering Group, we will focus on three main fronts. Strengthening international mechanisms to support African countries in health, education, agriculture, infrastructure, and statistical systems; striving to make aid more predictable; collaborating at the country level to support African Governments in reaching the Goals.
Since the creation of the African Union, the African Union and the United Nations have worked in close partnership to build up Africa’s capacity in peacekeeping. Europe has been an important partner in this critical endeavour.
