Conferenza su gli Accordi di Partenariato Economico (APE) dell’Europa con i paesi del Sud
Il 17 febbraio 2006, il VIDES Internazionale è stato presente alla conferenza “L’Europa e gli APE con i paesi del Sud del mondo: commercio o sviluppo?” nell’Università Roma Tre. Erano presenti alla conferenza rappresentanti della settore commerciale dell’Italia e dell’UE così come rappresentanti dell’Africa.
Il punto fondamentale per l’UE è stato che l’Europa dovrebbe concretizzare i suoi impegni riguardo agli APE e agli accordi di Lomé e prendersi maggiore responsabilità per aiutare le comunità Africane ad uscire dalla dipendenza dell’assistenza finanziaria.
È chiaro che l’Europa deve anche cambiare la sua strategia per aiutare veramente l’Africa a migliorare la situazione. I rappresentanti di associazioni di contadini Africani hanno precisato che l’approccio dell’UE nel commercio non corrisponde alla struttura dell’agricoltura africana, dove le famiglie dipendono dall’agricoltura su scala ridotta per guadagnarsi da vivere e non si concentrano sul commercio e sulla competizione. Oltre a questo, l’Europa attualmente sta incoraggiando il tipo d’agricoltura (come il cotone) che mette in pericolo le opportunità di coltivare per l’alimentazione.
Per dare una mano realmente ai paesi del Sud ad uscire dalla dipendenza, la strategia europea per l’economia Africana dovrebbe essere adattata ai bisogni africani, e la cooperazione a livello nazionale deve essere migliorata per ascoltare le opinioni della gente che vive nelle proprie aree. Alla fine dei conti, la questione che resta aperta è su chi veramente ha un vantaggio dagli APE.

Conference on the Accordi di Partenariato Economico (APE) of Europe with countries of the South
February 17, 2006, VIDES International was present at the "Europe and the APE with the countries of the South of the world: commerce or development?" at the University of Rome Tre. There were representatives from the commercial sector of Italy and the EU, as well as representatives from Africa.
The fundamental point for the EU was that Europe should make its obligations concrete regarding the APE and the Lomè Accords and take major responsibility to help the community of Africa to emerge from its dependence on financial assistance.
It is clear that Europe must also change its strategy to truly help Africa better its situation. The representatives from associations of African farmers clarified that the EU approach to commerce does not correspond to African agriculture, where families depend on agriculture on a riduced scale to be able to live and not concentrate on commerce and competition. Instead of this, Europe actually encourages a type of agriculture (such as cotton) that puts in danger the opportunity to cultivate crops for food.
To lend a realistic hand to the countries of the South to emerge form this dependence, the European strategy for the African economy must be adapted to African needs, and the and the cooperation on a national level must be improved to listen to the opinions of the people who live in those areas. At the end of the accounts, the question which remains open is who truly has the advantage from the APE.
