Obiettivo della presidenza portoghese: un nuovo trattato per ottobre
Il 1° luglio il testimone della presidenza di turno dell'Unione europea passa per un semestre al Portogallo.
Un trattato europeo in ottobre: è questa la priorità assoluta della presidenza portoghese. Alla fine del Consiglio europeo del 21 e 22 giugno 2007, il primo ministro portoghese José Sócrates ha infatti annunciato che la presidenza portoghese convocherà una conferenza intergovernativa, i cui lavori inizieranno il prossimo 23 luglio. I rappresentanti degli Stati membri avranno il compito di redigere il futuro trattato europeo.
Tra le altre priorità figura la preparazione del nuovo ciclo della strategia per la crescita e l'occupazione, che la presidenza portoghese intende orientare maggiormente verso l'innovazione.
Nel campo della giustizia e degli affari interni, i principali punti all'ordine del giorno saranno l'immigrazione, clandestina o meno, e l'ingresso di nuovi Stati membri nello spazio Schengen.
Infine, per quanto riguarda l'azione esterna dell'Unione europea, la presidenza si concentrerà sulle relazioni con il Brasile e i paesi dell'Africa e del bacino mediterraneo. Gli appuntamenti più attesi sono: il primo vertice UE-Brasile, il 4 luglio, e il vertice UE-Africa di dicembre, che dovrebbe condurre all'adozione di una strategia comune.
Dal gennaio 2007 è in vigore un nuovo sistema di rotazione della presidenza del Consiglio dell'Unione europea che prevede l'applicazione di un programma comune nel corso di tre presidenze successive. Le presidenze tedesca, portoghese e slovena hanno così fissato le quattro grandi priorità seguenti: la redazione di un nuovo trattato, il consolidamento della strategia di Lisbona, l'adeguamento delle politiche europee in materia di sicurezza e giustizia all'evoluzione della situazione mondiale e, infine, il rafforzamento del ruolo dell'Unione europea sulla scena internazionale. Benché la presidenza sia condivisa da tre paesi, ufficialmente viene affidata a turno ad uno di essi per un periodo di sei mesi. Ora spetterà al Portogallo, che in tale prospettiva ha determinato i propri orientamenti per ciascuna delle grandi priorità.

Portuguese presidency wants new EU treaty by October
Portugal begins six months at the EU helm on 1 July, steering for agreement on a new reform treaty for Europe.
A new EU treaty in October is the priority set by the Portuguese for their time at the top. At the end of the EU summit on 21 and 22 June, Portuguese Prime Minister José Sócrates announced that the Portuguese presidency would aim for negotiations to start on 23 July. Over several months, this "intergovernmental conference" would see representatives from the EU's member countries drawing up the future EU treaty.
Other priorities include preparing the next round of the EU's growth and jobs strategy, which the Portuguese would like to focus more on innovation; immigration, legitimate and otherwise, and whether more EU countries should join the Schengen area.
Internationally, the Portuguese will concentrate on relations with Brazil, Africa and the Mediterranean. Highlights will be the very first EU Brazil summit on 4 July, and December's EU Africa summit, which should lead to the adoption of a common strategy.
Since January 2007, a new system for the EU's rotating presidency introduced a common programme for three consecutive presidencies, to ensure continuity of policy. The current "bloc" of presidencies - Germany, Portugal and Slovenia - have set four top priorities: drawing up a new treaty, consolidating the growth and jobs strategy, adapting the EU's security and law and order policies to a changing world, boosting the EU's role on the international stage. Although the presidency is shared by three countries, each has a six month period where they are officially in charge. During its time at the helm, Portugal will set out its own stance on each of the four priorities.
