Il Consiglio dei Diritti Umani apre la sua seconda sessione
Il Consiglio dei Diritti Umani ha aperto la sua seconda sessione questa mattina, ascoltando un messaggio del Segretario Generale delle Nazioni Unite Kofi Annan e un discorso dell’Alto Commissario per i Diritti Umani Louise Arbour. Durante queste settimane cruciali gli stati membri dell’Assemblea Generale discuteranno sulle revisioni del meccanismo e sul rafforzamento delle procedure speciali – due elementi vitali del Consiglio. Raggiungere un accordo su queste riforme non sarà certamente facile.
L’Ambasciatore del Messico Luis Alfonso de Alba, Presidente del Consiglio dei Diritti Umani, ha espresso il desiderio di avere in questa occasione l’opportunità di richiamare tutti all’impegno preso come membri del Consiglio e cioè di lavorare per rafforzare il sistema, e per aiutare le vittime delle violazioni dei diritti umani in tutti i luoghi e circostanze: è importante tenere in mente questi propositi prima di cominciare il lavoro.
Ms.Arbour ha detto che la migrazione è un grave problema di preoccupazione internazionale che ha bisogno di una soluzione urgente. La violenza, la depravazione e gli abusi dei diritti umani hanno infatti causato i flussi migratori verso il reale o immaginario “paese della cuccagna”.

Human Rights Council Opens Second Session
The Human Rights Council opened its second session this morning, hearing a message from United Nations Secretary-General Kofi Annan and an address by High Commissioner for Human Rights Louise Arbour. During these crucial weeks Member States of General Assembly would be discussing the new universal periodic review mechanism and the strengthening of the special procedures – two vital elements of the Council’s work. To reach agreement on these would not be easy.
Ambassador Luis Alfonso de Alba of Mexico, President of the Human Rights Council, wished to take the opportunity to recall the commitment that each and every member had undertaken while seeking membership of the Council, to work to strengthen the system, to work for the victims of human rights violations in all circumstances and all places, and it was important to bear in mind these purposes while starting the work. Ms. Arbour said migration was a pressing issue of international concern on which progress was urgently needed. Violence, depravation and human rights abuses triggered migratory flows to the real or imagined lands of plenty.
