Ad oltre cinque anni dall’inizio dell’impegno della Comunità internazionale in Afghanistan e dopo il conseguimento di importanti risultati, la ricostruzione del Paese appare giunta ad una nuova fase
La sostenibilità nel tempo del funzionamento delle Istituzioni afghane mostra di essere strettamente interconnessa non solo con l’avanzamento della ricostruzione economica e sociale del Paese ma anche con concreti progressi nell’affermarsi dello stato di diritto. Sviluppo e sicurezza per il popolo afgano non possono essere raggiunti senza che questo intraveda ragionevoli prospettive di consolidamento nella governance, in particolare riferita al settore della giustizia.
A partire dall' Afghanistan Compact di Londra, la interim Afghan National Development Strategy (i-ANDS) rappresenta il quadro di riferimento all’interno del quale debbono essere coordinate tutte le attività di ricostruzione nel rispetto della primaria responsabilità e delle prerogative delle Autorità afghane. Tale sforzo complessivo richiede di essere integrato da un percorso specifico e dettagliato all’interno del settore dello stato di diritto.
Avendo in mente questo obiettivo i Governi italiano e afgano - con la Copresidenza delle Nazioni Unite - hanno deciso di organizzare una Conferenza internazionale. La Conferenza sul Rule of Law in Afghanistan, richiamata dalla Risoluzione del Consiglio di Sicurezza ONU 1746/2007, sarà articolata su due giornate di lavori a Roma, il 2 e 3 luglio 2007, presso il Ministero degli Esteri.
La Conferenza, improntata al conseguimento di risultati concreti, intende tracciare una strategia dettagliata per il futuro, sostenuta dall’impegno del Governo afgano e dei partner internazionali, anche attraverso l’individuazione di nuove forme di finanziamento per il funzionamento del settore della Giustizia.

It has been more than five years since the international community committed itself to Afghanistan and major results have been achieved, such that the reconstruction of the country appears to have reached a new phase
It is widely accepted that the sustainability of Afghanistan’s institutions is not only linked closely to continuing with national economic and social reconstruction but also to tangible progress in establishing the rule of law. Development and security for the Afghan people cannot be achieved unless they can see reasonable prospects for the further consolidation of governance, particularly in the field of the administration of Justice. The London Afghanistan Compact and the interim Afghan National Development Strategy (i-ANDS) are the framework within which all reconstruction activities must be coordinated, acknowledging the paramount responsibility and prerogatives of the Afghan authorities.This overall effort needs to be integrated by a specific and detailed pathway in the rule of law sector.
Bearing these objectives in mind, the Italian and Afghan governments have decided to convene an International Conference, jointly chaired by the United Nations. The Conference on the Rule of Law in Afghanistan, cited in the UNSC Resolution 1746/2007, will be held in Rome on 2 and 3 July, at the Ministry of Foreign Affairs.
The Conference, which is intended to produce tangible results, will lay down a detailed strategy for the future. This will need to be backed up by the commitment of the Afghan and international players together with new forms of financing the administration of Justice.
